Transition Requirements and Benefits
Foreigners who have resided in South Korea on E-9 or E-10 visas for over two years and meet the scoring criteria for existing skilled worker visas (E-7-4) can now convert to an E-7-4R visa. Notably, those employed in areas experiencing population decline or under observation will receive additional points from local governments as part of the selection process. Additionally, individuals holding the E-7-4R visa who stay in the region for over three years can transition to the Region-Specific Talent Visa (F-2-R).
Employment Opportunities for Accompanying Family Members
Family members accompanying E-7-4R visa holders will now also be allowed to work in non-skilled labor fields within designated population-declining areas, fostering stability for family units relocating together.
Improvements to the Region-Specific Talent Visa (F-2-R) Issuance Criteria

The Korean language competency requirement has been raised from level 3 of the social integration program (or level 3 of the TOPIK exam) to level 4. This change ensures that only proficient candidates who are accustomed to the language will settle in the region.

The criteria for employment have also been revised, allowing F-2-R holders to work freely at any company in areas facing labor shortages, excluding certain sectors such as gambling or those conflicting with public morals.

This visa caters to foreign nationals of Korean descent, under 60 years old, who wish to relocate with their families to a designated municipality for business purposes. After a minimum two-year residency, these individuals and their children will be eligible for the Region-Specific Korean National Visa (F-4-R).
Relaxation of Employment Activity Restrictions
Aside from restrictions against actions harmful to public morals or social order, holders of the F-4-R visa will face minimal limits on employment, allowing them to work within the region’s designated municipalities. Moreover, accompanying spouses will also be permitted to work in non-skilled labor roles, facilitating smoother economic integration for families.
